The correct answer would be 14 sections of fencing.
I got this because I took 51.33 (51 and 1/3) and divided it by 3.67 (3 and 2/3). A third is 0.33333, two thirds is 0.66666, and three thirds is 0.99999, so the answer was 13.99 but you can round it to 14.
