Hobbes argued democracies would lead to chaos and war between nations which is what occurred. Alexander Hamilton in practice believed that is why the US needed checks and balances.
In the pursuit for happiness or individual liberty, nations built around supreme belief in their people. Locke believed a happier government would emerge, not the rivalries they did.
