When we read the excerpt we identify clear arguments that show how the author does not like the idea of the implementation of the light-rail project. For instance: "people enjoy their cars too much to endure any inconvenience for the sake of the environment." Or, what about this argument: "I'll encourage all city residents to vote against the right-rail project on May 1." So it is clear that the author is opposed to the light-rail project, and invites people to vote against it.
