In my opinion, the meaning of provisions in this passage isĀ A. Genius. Prospero tells Miranda that he is the one who is responsible for the tempest that destroyed the ship. So, apart from the magic needed to unleash a tempest, he also has the genius to devise such plans and execute them with mastery.
