Jefferson states his thesis in the preamble to the Constitution. The purpose for a thesis statement is to outline and describe what you are about to discuss in your writing for the reader. It is a guidepost and a way for the reader to have an outline of what you are about to explain. Here, Jefferson explains that it is the intent to 'ordain and establish' the Constitution to govern the states.
