A government plan that establishes a "league of friendships" among the states would be effective, because it would first allow states to discuss and consider issues among themselves before going to the courts (for example, Wisconsin v. Minnesota). Another reason is that if a state is considering a plan that might help itself, it could share these ideas with another state to implement for success.
