At that time, the critics of President Polk believe that mexico City did not process enough resources and do not provides any location advantage in war times. This make it not considered to be important target and they would not obtain anything that they can leveraged monetarily to replace the expense that they made for the acquisition.
2. D) the Three-Fifths Compromise
The three-fifth compromise was created to address the issue in how the slaves should be counted in states' total population, because it is going to determine the number of legislative representations and taxation rate. They later on settle that every 5 slaves shall be counted as 3 population.

The emancipation proclamation only targeted the slaves that belong in several designated states (which consist around 3.5 millions slaves) . The proclamation did not cover the slaves that exist in the union areas that freed by state action.

Because of the civil war, all people are made to go out to the battlefield and very little left at the states to take care of their business operation. After the defeat, the southern states lost the majority of their labor force due to the abolishment of slavery and this make their economy become weak and they experience hyperinflation.
