The system is that policymakers are elected to serve and represent their constituents. The policymakers also have their own personal beliefs. These beliefs may or may not correspond to their constituents beliefs. Also, it must be considered that it's a livelihood for the policy maker and they must do what is necessary to remain in office. The policymakers must balance these factors in determining which policies to support and which ones not to support.
