A researcher proposes a study and wants to recruit subjects from health care clinics in Jamaica. The survey will be conducted by the U.S. researchers at the clinic. The nurses at the clinic will inform prospective subjects about the availably of the research, but will not consent the subjects nor perform any research procedures (even screening procedures). I believe the answer is: No, the nurses are not engaged in the research activities.

According to the federal regulations, for a person to be categorized as 'engaged in a research', that person need to play an integral part that could affect the outcome of the research. Informing patients about its existence do not necessarily affect research' outcome.
