When reading the volumes from a burette you would use the bottom of the meniscus. I think you would record to the nearest 0.01 mL since burettes usually have marks for every 0.1 mL and you can usually record one digit past what the measuring equipment has marked. 
I based this answer on what my professors and TAs have told me to do in lab and may be different for you depending on the type of burette you are using.
