The answer is that Tidal energy is produced through the use of tidal energy generators. These large underwater turbines are placed in areas with high tidal movements, and are designed to capture the kinetic motion of the ebbing and surging of ocean tides in order to produce electricity

Tidal power refers to the power inherent in the solar and lunar gravitational effects on the ocean. These effects result in tides and create a current that is strong enough to drive turbines in order to generate electricity.

In other words, tidal water, by the movement of tides, is pushed through turbines in tidal power plants, which causes the turbines to rotate/spin and generate movement, which creates electricity.

Barrages are also used to have better control over the amount of energy water releases when running through the turbines. The barrage holds water during high and low tides with the sluice gate specifically closing during low tide to create a water level difference that is utilized by the turbine generator to generate power.

In simpler terms, barrages are utilized to receive maximum power from tidal power plants.
