Triethanolamine is a polar molecule because it has a net negative dipole. 2,2',2''-Nitrilotri(ethan-1-ol) from its IUPAC name, it can be seen that it has 3 OH group attach to it, where OH are negative dipole, since there are no molecule to counter act the negative dipole so it is polar
