The federal government of the United States has a legislature, which is called the United States Congress. It consists of an upper and lower chamber, the Senate and the House of Representatives, making it bicameral. It holds its meetings in Washington, D.C., at the Capitol. Although vacancies in the Senate may be filled by a governor's appointment, senators and representatives are chosen by direct election. 100 senators and 435 representatives make up Congress' 535 voting members. Only when there is a tie vote among senators does the vice president of the United States have a voice in the Senate. There are six members who cannot vote in the House of Representatives. A two-year term currently begins in January and lasts for the duration of each Congress's sessions. Each even-numbered year, elections are held on that particular day.
