- The program supervises the Novel and Exceptional Technology and Research Advisory Committee, administers the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules, and, as necessary, creates pertinent biosafety policy and guidelines.
- The NIH Guidelines must be followed by all organizations that receive money from the NIH for studies employing recombinant or synthetic nucleic acid molecules. Even if their individual work are not supported by the NIH, researchers at institutions that must adhere to the guidelines must do so.
