Martinson report is a massive study undertaken at the time of 1974 to determine the most effective means of rehabilitating prisoners, concluded that, "with few and isolated exceptions the rehabilitative efforts that have been reported so far have had no appreciable effort on recidivism".

Robert Magnus Martinson was an American sociologist, whose 1974 study "what works?" on the short comings of the existing prisoner rehabilitation programs was extremely influential, giving rise to the "nothing works" doctrine.

His later studies were more optimistic but had less clout at that time.
