This is because the oil on the asphalt comes up to the surface, creating a slick layer on the top of the water on the road.

After the first 10 to 15 minutes the rain will wash away the oil.

When it rains the water on the road causes a loss of friction as tires move over a wet surface the water fills on the tiny pits in the road surface, effectively smoothing out the surface. As a result the normal heat and friction created airs decreased leading to a surface that is most slippery than when dry.
