A genetic disease characterized by the inability to produce melanin is (c) albinism.

Albinism is a genetic disorder which influences the pigmentation of skin, hair as well as eyes, either partly or totally. The defect is basically caused by the inefficacy of melanocytes to synthesize melanin.

Persons having albinism tend to appear white or extremely pale since their skin and hair lack the melanin pigment.

Persons having albinism require extra shielding from  the ultraviolet (UV) radiation because they are much vulnerable to sunburns as well as skin cancer. They are extremely sensitive to light and tend to possess problems related to eyesight owing to the absence of pigmentation on the retinal wall.
