The English Bill of Rights is an original act of the English Parliament and has been kept with the parliament since its creation. This bill firmly  established the principles of frequent parliaments, free elections as well as freedom of speech within Parliament, which is known as Parliamentary Privilege today.
This bill of rights states that the monarchs do not have a divine right to rule, they must have consent to suspend certain laws, levy taxes and maintain army as well. These monarchs cannot interfere with parliamentary elections or even debates.
