So i am guessing that those are two different equations so for the equation:
-7x-y=13 your answer is [tex] x= \frac{-1}{7}y + \frac{-13}{7} [/tex]. How is this?
Well you have to add y to both sides of the equation so it would look like this:[tex]-7x-y+y=13+y[/tex] and so when you add it up it will look like this:[tex]-7x=y+13[/tex] notice that the negitive y became a positive and went to the other side of the equation. So now what? well know you can divide by -7 so like this:[tex] \frac{-7x}{-7} + \frac{y+13}{-7} [/tex] so then once you do all of that your answer becomes:[tex] x=\frac{-1}{7}y+ \frac{-13}{7} [/tex].

Now for your second equation and just look in the attachment it is explained in written from not text XD. Good Luck~!
