The key to this seems to be "there are seven people standing between Van and Ted." This means either Van or Ted is at one end of the line. There will be one person standing at the end beside whichever one of these is not at the end of the line.

Then "Van is standing between Bill and Ian, who is standing next to Todd" tells you it is not Van who is at the end, but it is Bill. This tells you the four tallest people in decreasing order are Bill, Van, Ian, and Todd. We know Bill is not the shortest, because Bill is taller than Todd. That means Ted is the shortest.
