Congress approved Hamiltons plan for the national government to take responsibilty (or assume) for the debts aquired by the states during the Revolution.
-Southern states didn't want to help pay back the debts they felt the North owed.
-Hamilton gained their support through a deal: if they supported him, he would put the capital in the South. (on the banks of the Potomac River)
