Why did the Zimmerman Telegram push America into war?

The sinking of the Lusitania only had a few Americans on board, so it did not upset too many people.
It implied that Germany would join in war against the U.S.
It threatened to assassinate our president.
It was designed to get all of Europe against Americans.
