Committees are formed bc they help organize really important work for Congress. About 8,000 bills are sent to the committee annually. Less then 10% of those bills make it out.
But, mainly (that I know of) the purpose of why conference committees are formed, is the reconciling differences in legislation that pass both "chambers". Hope this helped :)
