Diabetes is a disease affecting the insulin producing glands of the pancreas. If there is not enough
insulin being produced by the cells, the amount of glucose in the blood will remain high. A blood
glucose level above 140 for an extended period of time is not considered normal. This disease, if not
brought under control, will lead to severe complications and even death.

Time is an independent variable here. The Independent variable is the thing that doesn't rely upon others. Here time subsequent to eating doesn't rely upon glucose level so it is an independent variable. That is the reason it has been put on the x-axis.  

The glucose level in this graph is the dependent variable as its level in the blood relies upon the time and as time changes its level is likewise changing. So it has been set on Y-axis.

If any of the above people have diabetes, unquestionably it is individual B in light of the fact that as the diagram shows the glucose level in this present individual's blood glucose level is in every case more than 140, and level more than 140 for quite a while isn't viewed as typical. So this individual has diabetes.
