But another possibility is that the president vetoes the bill because he doesn´t agree with it as a whole or with parts of it. A veto means he will not sign it and sends it back to lawmakers. Congress can overrun the president´s veto with a two-thirds vote of the members of the two chambers and then the bill turns into law.
