In the first scenerio, US Federal Laws explicity forbids discriminations in any aspect of employment, including hiring and firing.

While in the second scenerio when you look for someone to date, you can obviously express which specific partner race you are looking for.

However one must be careful not to to harass a person because of that person's race, it is unlawful and punish by US Federal Laws.
