I'm going to make some assumptions here before we start.  The way you have typed this only gives 2 dimensions.  Are we supposed to rotate this around an axis?

 

1)  That it's 3 dimensional (they ask for surface area).  2D would just say area.  Not surface area.

2)  That r stands for radius

3)  That it's circular (they give a radius).  But radii are not usually negative.  So where is this defined?

Things certainly LOOK linear.  This is born out by the equation h = x +9.  Hmmmm  Could it be a cone?
