If a bicyclist is making a right turn into a bike lane he/she should signal right to change the lanes, ensuring there are no co-bicyclists within the lane; then that’s the time to move into the lane. He/she then blocking the bike lane, so that cyclists don’t pull up on the right side of the lane. He/she then can go signal again to turn right and making his/her turn.
