Public trust and confidence in the police is a serious issue in American policing. The police cannot function effectively in addressing crime and disorder without the active cooperation of ordinary citizens. Although the problem of legitimacy affects all Americans, there are special problems related to police relations with the African American community, which has a long and tragic history. There is evidence of racial discrimination in police shootings, the use of force, traffic stops, and other areas of police activity.
